Social Media User Persona Policy

Purpose

This policy outlines the guidelines for creating and using user personas in the city's social media communications.

It aims to ensure that all social media team members understand how to effectively use personas without overstepping their authority or misrepresenting the city.

Definition

A user persona is a fictional character created to represent a particular segment of the city's social media audience. Personas are based on demographic data, interests, and behaviors of actual residents and are used to tailor content for specific audience groups.

Guidelines for User Persona Creation and Use

1. Persona Development

  • Personas must be based on actual demographic data and user research.

  • Each persona should include name, age, occupation, interests, and social media habits.

  • Personas should represent diverse segments of the city's population.

  • All personas must be approved by the Social Media Manager before use.

2. Acceptable Use of Personas

  • Use personas to guide content creation and engagement strategies.

  • Reference personas when planning social media campaigns or events.

  • Use persona insights to inform the tone and style of social media posts.

  • Utilize personas to anticipate and address potential audience questions or concerns.

3. Restrictions on Persona Use

  • Personas are not used to make statements on behalf of the city.

  • Do not attribute quotes or opinions to personas in public-facing content.

  • Avoid using personas in ways that could be mistaken for real city residents.

  • User personas are not used to make official announcements of City of Horseshoe Bend policies, decisions, or official positions. These statements come from the Mayor of Horseshoe Bend and are identified as “Official Statements”.

4. Distinguishing Persona-Guided Content from Official Statements

  • All official city statements must be clearly labeled as such and approved by the Mayor's office.

  • Persona-guided content should focus on engagement, information sharing, and community building.

  • If in doubt about whether content crosses into official statement territory, consult with the Social Media Manager.

5. Training and Compliance

  • All social media team members must complete training on this policy before using personas.

  • Regular audits will be conducted to ensure compliance with these guidelines.

  • Violations of this policy may result in disciplinary action.

6. Policy Review

  • This policy will be reviewed annually and updated as needed to reflect changes in social media best practices and city communications strategies.

7. Official City Communication – Obtain Mayoral Approval

· Approved by: [Mayor's Name] Date: [Approval Date]
